The borders of the Upper Manhattan Empowerment Zone were created to assist the residents of the census tracts that had the highest concentration of poverty as indicated by the 1990 Census.Generally speaking, it consists of the area north of East 96th Street and West 110th Street, but a more detailed map appears below.To find out if a particular address is in the Zone, visit the Department of Housing and Urban Developmentās interactive EZ Locator, at www.hud.gov/crlocator and enter the address in the form provided. We are willing to consider loan and grant applications for businesses adjacent to the Zone if the majority of their employees and customers come from within the Zone.
